House Passes Historic Investment in Tribal Health in End-of-Year Funding Package

Washington, D.C. – Today, the U.S. House of Representatives passed a government funding package for Fiscal Year (FY) 2023, which included historic investments in the Indian Health Service (IHS). Congressman Raul Ruiz, M.D. (CA-36) championed the funding, successfully pushing for a historic federal investment of $4.9 billion dollars for FY23. At Dr. Ruiz’s urging, the funding bill also includes advanced appropriations for the IHS for the first time ever—a historic measure that will allow the IHS to continue providing essential services in case of potential funding disruptions.   

“Tribal health facilities are the primary source of health care for Native communities in my district and across the country. In order to address the health disparities Tribal communities face, it is essential that we provide robust support for the IHS,” said Dr. Ruiz. “Over the years, I have worked to significantly increase our nation’s investment by more than $800 million. Today’s historic investment of $4.9 billion plus much-needed advanced funding will improve access to care for many. I will continue leading the charge in Congress to strengthen the IHS and help ensure the federal government fulfills its trust responsibility to Tribal Nations.” 

Dr. Ruiz has led efforts to increase funding for the IHS, successfully advocating for the American Rescue Plan’s $2 billion investment. At Dr. Ruiz’s urging, the American Rescue Plan also included two years of 100% Federal Medical Assistance Percentage (FMAP) for Medicaid services provided at Urban Indian Organizations. He is now working to permanently extend this.
